What’s Next for the Connecticut Coalition to End FGM/C?

On May 7th, 2026, Connecticut Governor Ned Lamont signed SB 259 into law, marking a historic milestone in the state’s efforts to address female genital mutilation/cutting (FGM/C). With this law, Connecticut became the 42nd state in the nation to enact legislation protecting women and girls from FGM/C.

The passage of SB 259 follows six years of advocacy from members of the Connecticut Coalition to End FGM/C. Throughout the legislative session, advocates worked to educate lawmakers and the public on the need for stronger protections for those at risk of this form of gender-based violence.

The bill’s passage also builds on momentum generated by the coalition’s April 27th press conference at the Connecticut State Capitol. Survivors, advocates, and elected officials came together to highlight the importance of SB 259 and the need for continued action to prevent FGM/C in the state. The following day, the House voted favorably on the bill, sending it to the Governor’s desk after nearly six years of advocacy efforts from the coalition.

While the signing of SB 259 is a significant achievement, coalition members recognize that there is still more work to be done.

Throughout the legislative process, advocates highlighted the importance of addressing FGM/C not only through legal protections but also through public health initiatives. These initiatives include prevention, education, and professional training. As the coalition looks ahead, members hope to continue conversations around strengthening the public health response to FGM/C in Connecticut.

Future priorities include engagement with the Connecticut Department of Public Health (DPH), building support for community education and outreach efforts, and exploring opportunities to advance additional legislation focused on prevention and awareness. Coalition members also hope to demonstrate the existing network of organizations, advocates, healthcare providers, and survivors already working to address FGM/C throughout the state.

As planning begins for the 2027 legislative session, coalition members are exploring new opportunities to advance public health focused on prevention and education. These discussions will include continued engagement with legislators, public health officials, and community stakeholders to identify strategies for strengthening Connecticut’s response to FGM/C while addressing concerns raised during the previous legislative process.

In addition to legislative advocacy, the coalition is considering future educational events that would bring together healthcare professionals, public health leaders, law enforcement, legislators, and community organizations to highlight existing resources and build support for a stronger public health approach moving forward.
